Local self-government will be effective, provided it has the respective powers, tackles personnel matters, and manages funds sufficient for realization of its goals. Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, made the foregoing statement at the press conference in Vinnytsia.
V.Lytvyn admitted the lack of clear-cut regulations. He explained it by objective causes, as global recession makes Ukraine concentrate power and responsibility. "Moreover, it is due to the social and economic situation, and the electoral system, which does not form the local authority bodies that meet public interests and moods," he stressed.
V.Lytvyn called for a comprehensive solution of the local self-government issues. On the one hand, certain issues depend on The Verkhovna Rada and a common vision of the local self-government system. On the other hand, local self-government bodies bear responsibility for other specific matters. "Local authorities should not coordinate political and party interests, but tackle the problems of the local communities," the Head of the Parliament stressed. "Public interests should be defended without political conflicts."
The Head of the Parliament drew attention to a dangerous trend of separatism, which was manifested on May 9 in Lviv. "I consider this exchange of declarations and accusations to be an irresponsible politics," the Chairman of The Verkhovna Rada of Ukraine stressed. "People involved should realize the consequences of such events which seem to be innocent political games."
Consultative Council on the Local Self-Government headed by V.Lytvyn held its session in Vinnytsia. The attendants discussed formation of local budgets in line with the Fundamentals of Budgetary Policy for the next year. The Head of the Parliament stressed that local communities should be allowed to earn and manage funds by themselves.
Participants of the session also discussed cooperation between the local authorities and local self-government bodies of Vinnytsia region on the housing construction program.
